Prosecution or Persecution? Extraneous Events and Prosecutorial Decisions

In 2004, a Dutch-Moroccan Islamic extremist in Amsterdam brutally murdered Theo van Gogh, Dutch filmmaker known for his critique of Islam. Using difference-in-differences approach, we show that, Amsterdam, the assassination resulted more than 19-percentage-point increase likelihood prosecution unrelated violent crimes male suspects born Muslim-majority countries. The effect is detectable during first month following murder but dissipates thereafter. We find no evidence murder's nonviolent and processed by other offices. Our findings are thus not consistent with purely emotions-based explanation effect. Instead, our results congruent both signaling explanation, whereby career-motivated prosecutors chose to showcase their toughness, behavioral entailing prosecutors' susceptibility availability heuristic bias. On institutional grounds, view latter as plausible former. article adds an emerging literature demonstrating that extraneous events can critically shape criminal justice outcomes.
